allow ultimate use as a potable reuse transmission line connecting the wastewater
treatment facility to both groundwater injection fields and water treatment facilities.

In addition to on-target experience, I believe my competencies are an ideal match for the
position. I have always lived and breathed the San Diego principles of integrity, service,
people, and excellence. My integrity has been unquestioned as evidenced by achieving
over 99% approval for hundreds of agenda items (about 1,500 by my calculation)
brought to elected councils and boards. The city staff and elected officials trusted my
honesty and competency. A foundation of my career has been my dedication to serve
my city by providing exceptional and continuously improving service. I achieved all of
my departmental goals and objectives, which often required agility and perseverance,
and I have not hesitated to take on the challenging initiatives.

I have always been seen as a strong leader and trusted partner and especially as a
visionary who is willing to take calculated risks (a rarity in government) and who gets
things done. That people enjoy working for me is evidenced by the fact that 14 of my top
staff, including most of my management team, followed me from San Jose to Sunnyvale
(always under a competitive selection process) after I made the move, and they never
hesitated to go “above and beyond” to perform at a very high level on my team to
deliver exceptional results. And I have always embraced diversity embodied in San Jose
by successful management of staff representing over 50 countries (which made for
exciting and interesting pot-luck lunches).

In every organization in which I have worked, I inherited a department facing
significant challenges, and in every case, I resolved numerous problem issues and built a
strong team of competent and motivated professionals. Specifically, I have made
significant improvements in the management, project delivery, operational efficiency,
organizational structure, financial condition, and reputation of every agency I have
directed. I have always been a hands-on collaborative leader who supports my staff and
balances that with effective delegation and robust recognition. I have extensive
experience managing both highly technical engineering and administrative staff and
consultants, as well as large operational divisions and contractors. And I have been
willing to make the difficult decisions that come with managing a large workforce.

My peers describe me as an energetic and optimistic leader who gets things done in an
economical and environmentally sustainable manner. I am a quick study and have a
talent for seeing creative possibilities for institutional successes and partnership
opportunities. All of my accomplishments have been achieved by working with and
usually leading a team of high-performing professionals. I understand the art of
delegating and enjoy coaching for success. I am able to strike a balance between giving
my staff the freedom to excel and innovate while keeping abreast of a wide range of
projects and directly engaging myself as needed. I have thick skin and definitely not an
inflated ego (which I always find necessary to note on letters such as this).
