Dear Mr. O’Donnell
I am submitting the required application materials in order to convey my sincere interest in the
position of Director of Public Works for the City of Sacramento.
I was very excited when this opportunity became available as I believe that I am perfectly suited
for this position in a dynamic community that prides itself on civic involvement, self-reliance,
and a solution-oriented government.
I have acquired several years of experience in operational administration - leading organizations
operating under for profit and non-profit fiscal parameters, and holding responsibility for
accounting, budget, customer service, environmental health and safety, facility maintenance,
fleet, grounds, human resources, information technology, payroll, public works, purchasing and
sustainability.
I hold a Doctorate degree in Educational Leadership, a Masters degree in Business
Administration, a Masters degree in Civil Engineering, and a Bachelors degree in Mechanical
Engineering. Additionally, I have personally overseen hundreds of technical, administrative,
salary and hourly employees, and managed multi-million dollar general and special fund
budgets.
I am currently a member of the Executive Management Team for a Charter City that serves a
population of 93,000 within a 19.2 square mile area. In this role, my primary charge is to provide
the community with a safe, clean and healthy environment through the design, construction,
maintenance and management of the vital municipal infrastructure system. I also oversee the
Public Works Commission which primarily focuses on traffic safety concerns and the
Beautification Commission which primarily focuses on urban forestry.
For nearly a decade, I was responsible for the largest administrative department on a campus
serving more than 36,000 students, staff and faculty. In addition, I provided support to the
Executive Vice Chancellor and Chief Financial Officer of the California State University System
(CSU) by identifying improvement opportunities and participating in the Generally Accepted
Accounting Principles (GAAP) audit and the allocation process associated with the $4.7 billion
general fund budget that drives the educational attainment of 435,000 students across 23
campuses.
I am passionate about public service and I understand the associated critical and varied
responsibilities. My areas of expertise that would be particularly beneficial include strategic
