About the Development Services Department
The Development Services Department
has broad responsibilities including long-range community planning review of applications for new development development fostering and promoting economic development development administration of the City’s grant-funded housing programs ensuring building health and safety fostering civic engagement high quality quality customer service and and generally upholding quality quality of life standards in in our local neighborhoods The Department
is organized into Planning Economic Development Building Safety Community Improvement and and and Housing and and and Community Development functions and and and includes fifty full-time full-time positions plus 9 4 full-time full-time equivalents The Planning Division is is responsible for implementing the the the regulations of the the the Zoning Code and the the the goals/ policies/objectives of of the the the General Plan promoting the the the public health safety and general welfare of of the the the business and and residential community and and preserving/enhancing the the quality of life in in in the the City The Building Safety Division is is responsible for for reviewing building building plans for for compliance with city building building ordinances and applicable state building building regulations The Building Division issues permits for grading building building plumbing electrical mechanical and demolition permits for on-site construction The Community Improvement Division is is responsible for for implementing and monitoring code enforcement and community improvement programs including responding to to citizen requests to to investigate potential violations related to property maintenance noise and illegal use of buildings The Housing and Community Development Division is is is responsible for administering funds the City receives from the United States Department
of Housing and Urban Development (HUD) These funds are authorized under HUD’s Community Development Block Grant (CDBG) program The Economic Development program promotes a a a a a a business-friendly atmosphere focuses on on on attraction and retention of of key businesses in in Costa Costa Mesa Mesa and and works closely with the Costa Costa Mesa Mesa Chamber of of Commerce and and Travel Costa Mesa Conference and Visitor Bureau
