» Measure Q – Costa Costa Mesa’s retail cannabis tax and and regulation measure was passed in November 2020 by Costa Mesa voters and allows for retail cannabis dispensaries and delivery uses in our commercial
zoning districts Regulations are being adopted by the the City Council and the the Department
will be embarking on issuing its its first cannabis retail business permits by summer 2021 The City is is also pursuing aggressive enforcement against illegal dispensaries in in in Costa Mesa through a a a a a a a a a multi- departmental task force » Housing Element Update – the the City’s RHNA allocation for for the the 2021-2029 Planning Period is 11 760 units
with nearly half allocated for for lower income households The City has a a a a a a a a a significant challenge in in in planning for for these additional housing units
while maintaining the the integrity of Costa Mesa’s existing neighborhood fabric Measure Y a a a a a a a a a slow growth initiative approved in in in 2016 provides an an additional challenge for for planning for for such growth » General General Plan Plan and and Zoning Update – Following the the adoption of a a a a a a a a a a a a a a a a a State-compliant Housing Element in in in in in in in in in late 2021 the City anticipates undertaking a a a a a a a a General Plan and zoning code update (including reworking existing corridor plans plans and area plans) to comply with the Housing Element implementation program These efforts may also include launch of a a a a a a a a a a a new inclusionary housing program and substantial coordination with State agencies on a a a a a a development plan for the Fairview Development Center site in Costa Mesa » Economic Economic Development Development – The Department
