Occupational Health Safety Act 85 of 1993
To provide for the health and safety of persons at work and for the health and safety of persons in
connection with the use of plant and machinery; the protection of persons other than persons at work
against hazards to health and safety arising out of or in connection with the activities of persons at work; to
establish an advisory council for occupational health and safety.
Compensation for Occupational Injuries and Diseases Act, 1993
To provide for compensation for disablement caused by occupational injuries or diseases sustained or
contracted by employees in the course of their employment, or for death resulting from such injuries or
diseases;
National Building Regulations and Building Standards Act No. 103 of 1977
To provide for the promotion of uniformity in the law relating to the erection of buildings in the areas of
jurisdiction of local authorities; for the prescribing of building standards.
The Broadcasting Act 4 of 1999
To repeal the Broadcasting Act, 1976 (Act No. 73 of 1976), so as to establish a new broadcasting policy
for the Republic; to amend certain provisions of the Independent Broadcasting Authority Act, 1993 (Act
No. 153 of 1993); to clarify the powers of the Minister in regard to policy formulation and the Authority’s
powers with respect to the regulation and licensing of the broadcasting system; to provide for classes of
broadcasting activities in the public interest and for that purpose.
2. Regulations
Lifting Code of Practice
This Code of Practice provides direction regarding the foundation for training of all lifting
machine /equipment operators with the objective of ensuring standardised training, and safety standards
that will impact directly on reducing the risk of injury/death to employees /persons or damage to plant and
equipment, inherent in all driven machinery operations and especially when loads are lifted or transported.
Regulations relating to emergency medical services at mass gathering events
The regulations were drawn up in terms of the National Health Act and applies when an event is planned
that involves a crowd greater than 1000 spectators or participants. Planning for mass gathering events
should include negotiations between event managers, venue owners, and the event EMS Coordinator
(Sponsor Liaison) in conjunction with the Local EMS Services’ EMS Medical Director MD (EMS MD), and
local area hospital EMS Coordinator(s). The medical action plan must be the basis for any contractual
agreements between the event EMS Coordinator, Local EMS Provider (EMS provider agency), the event
EMS MD, event sponsor(s), and any other affected community official.
SANS 10366: 2009 – Health & Safety at Events Requirements
This standard specifies minimum requirements for the planning, organizing and staging of events by an
event organizer, whether an individual or an organization. These requirements are subject to the relevant
national legislation. If any provision contained in this standard is in conflict with any of the provisions of the
said legislation, the provisions of such legislation prevail.
Emergency Services By-Laws
To provide for the provision and regulation of Emergency Services within the municipal area of the
municipality and to provide for matters incidental thereto.
Bylaws relating to the control of the Fireworks and Explosives
To provide information regarding the license for dealing with fireworks, requirements for handling and
storing of fireworks.
