DISTRICT RULES AND PROCEDURES COMMITTEE
Background:
The setting up of our District 3300 Rules and Procedures Committee was based on the recommendation of the June 2001 RI Board meeting. The RI Board
decision reads as follows:
“The Board created a district-level arbitration process, similar to the club-level arbitration process described in the Standard Rotary Club Constitution, to
assist with the resolution of the district-level election disputes. The Board also encourages districts to form “Rules and Procedures” Committees to advise
governors on nomination and election issues. Details will be provided to governors.”
The PDGs’ Council proposed the setting up of this Rules and Procedures Committee and this proposal was endorsed at the Joint District Conference held
at Genting Highlands on 13-15 December 2002. DG Dr Lakshmanan subsequently called for nominations and the seven members elected were PDG
David Ho, PDG Dr Paul Lee, PDG Dr R T Arasu, PDG Dato’ Dr Low Teong, PP Chandra Nair, PP Joy Appukuttan and DGN Dato’ A P Perumal. The first
meeting of the committee was convened by Governor on Friday 4th April 2003 and the proposals of the committee are as attached below.
RULES & PROCEDURES
1. PREAMBLE
1.1. The following rules and procedures shall apply to the election of all Rotary positions in the District and Rotary International as stated in the Manual of
Procedure. This include the election of:-
1.1.1. Member to District Governor Nominating Committee;
1.1.2. District Governor Nominee;
1.1.3. Member to Nominating Committee for RI Director and
1.1.4. Member on the Council on Legislation.
1.2. For the avoidance of doubt, the provisions in the Manual of Procedure not expressed herein shall be applicable. In the event of conflict, the provisions
of the Manual of Procedure and the Rotary Code of Policies shall
prevail.
1.3. The rules and procedures herein shall apply in addition to guidelines that may be set by the District Strategic Planning Committee. In the event of
conflict, the rules and procedures herein shall prevail.
