DISTRICT BALLOT COMMITTEE


      Balloting
      1. The balloting shall be carried out by the clubs through their respective club electors unless it is ballot by mail.
      2. Any club whose membership in RI has been suspended by the board of RI shall not be entitled to participate in the voting.
      3. A club shall cast its vote(s) at its board or general meeting held before the district conference. The ballot shall be placed in a sealed envelope
      (Envelope A). Envelope A shall be placed in a sealed envelope (Envelope B) bearing the club’s name and signatures of the club’s president and
      secretary, and delivered to the club’s elector (or one of the electors if more than one). Such elector shall deliver Envelope B to the chairman of the
      Balloting Committee.
      4. The Balloting Committee shall validate the ballots as follows:
      a. It shall verify each Envelope B delivered to it is from a club eligible to vote;
      b. It shall verify each club delivers only one Envelope B which bears the club’s name and the signatures of the club’s president and secretary, and is
      otherwise in order;
      c. Upon completing the action under paragraphs a) and b), it shall calculate the total number of valid ballots based on the number of clubs delivering
      valid Envelope Bs and the number of votes such clubs are entitled to;
      d. Upon completing the action under paragraph c), it shall open each Envelope B and write on each Envelope A the number of votes the club in question
      is entitled to;
      e. Upon completing the action under paragraph d), it shall open each Envelope A and verify the number of ballots therein does not exceed the number of
      votes the club in question is entitled to;
      f . If the number of ballots in Envelope A exceed the number of votes the club in question is entitled to, all the ballots shall be treated as spoilt votes;
      g) Where a club is entitled to more than one vote, if the votes are not all cast for the same candidate, all the ballots shall be treated as spoilt votes.
      5. Each candidate shall be entitled to have a Rotarian in good standing as representative with observer status only at both the credentials and balloting
      committees. Notwithstanding that any representative is an observer, if the Balloting Committee seeks a decision or agreement from a representative,
      any decision or agreement given by such representative shall be binding on the candidate appointing him.
      6. There shall be maximum two recounts.
      7. The result of the ballot shall be given to the District Governor immediately after the ballots are counted.
