of military defense.5 On the other side, in order to understand the lack of peace it is crucial to understand the role of Hamas in Palestine. To begin, Hamas launched attacks to try and control the Gaza strip and as well remove officials. These battles resulted in the dissipation of the government and the division of Palestine into two entities. One side, the West Bank, was ruled by Palestine and Gaza was ruled by Hamas. This is how the current administration remains in Palestine. The Palestinian authority only administers 39% of the West bank because the other 61% is under Israeli control. Gaza has stayed fully under the Hamas Government with attempts to expand and took lands from Israel. Lastly, in 2007 the Palestinian Authority attempted to dismiss the Hamas-Led government and appoint a Prime Minister for all of Palestine, but it was limited to the West Bank as Hamas refused to recognize this move towards the Gaza strip. Palestine is faced with the conflict of having two administrations believe they are in sole power of the entire government. The international community, however, sees Ramallah, the appointed Prime Minister, and his administration as the legitimate government.6
The two sides have attempted to come together and form peace treaties. For example, representatives of both sides met at the White House and signed the Israel-Palestine peace accord. This was the first agreement between the Israelis and the Palestinians towards the conclusion of conflict and the first steps towards sharing land. The treaty consisted of Israel pulling troops out of the Gaza Strip and Jericho. Although there were many attempts to sabotage, it finally happened in May of 1994.
