relations, however, the US looks more favorably upon finding a diplomatic solution to reconcile the competing claims of both sides. The Middle East has been and will always be a major importance to the United States because it is home to many vital energy resources, it is key for staving off Soviet and Iranian influence, and countering terrorism, the US is able to reduce refugee flows and promote democracy throughout the world. “When the source of terrorism is foreign, or parts of the planning and implementation occur outside the target state, the responses of the targeted government are necessarily international political events.” This is the definition of Congress for foreign terrorism. The US has implemented policy that it uses in foreign relations and now the Biden administration will be forced to make key decisions to help with the Middle Eastern conflict.
Outside of the United States, the entire United Nations, Russia, and the EU proposed a three-phase process that culminates in an independent state for Palestine and no more violence between the states in 2002. The entire global community has long sought an end to terrorism in the Middle Eastern territory.7 Since the 1930s, the Middle East is the most important source of energy and the key to the global economy being stable. Each country knows the importance of that to their own economy and therefore knows the importance of helping war stop in the region. Outside of Europe, Qatar and Egypt are trying to formulate a solution between Israel and Hamas. Being near both of these countries, Qatar and Egypt play a massive role in the conflict between the two states. Israel had shut down economic paths for Hamas and Palestine and used COVID as an excuse, causing a standoff between the two sides. It is important that officials do not expect
