What is the different between Competitive Bid, CSP, CMA@R, Job Order Contracting?
NOTES: B. COMPETITIVE SEALED PROPOSAL
Under competitive sealed proposals, changes in the nature of a proposal,
and in prices, may be negotiated after proposals are opened. In contrast,
changes in the price of goods and services are non-negotiable in the
competitive bidding process. The competitive sealed proposal process
provides for full competition among proposals and allows for negotiation
with the proposer or proposers to obtain the best services at the best
price. A Request for Proposals (RFP) is a part of the competitive sealed
proposal process.
Advantages
Defined project scope at time of proposal
Enables the scope to be redefined to fit the budget without having to
re-propose
Allows award based on value rather than price alone through
evaluation process
Disadvantages
Linear process requires more time
No design or budget input from contractor prior to proposal
Not suited for projects that are sequence or schedule sensitive
Price not established until design is complete
Longer schedule duration than other methods
Bottom Line
This delivery system is bested suited for new construction projects that are
not cost or schedule sensitive nor subject to change.
