            A. SELECT BASED ON QUALIFICATIONS THEN NEGOTIATE A FEE         NOTES:

            It is important to note that under a Qualification Based Selection (QBS)
            process, fees are not to be considered when making the initial selection of
            the most qualified professional or firm. The fees associated with the
            selected professional’s services are negotiated, but only after the owner
            selects the most qualified firm for the project.

            The selected professional will then prepare a detailed scope of services
            which clearly identify the key project elements, the duties of both the
            professional and the owner, and a fair and reasonable fee for services which
            will all be contained in the contract for services between the owner and the
            professional’s firm.


            To ensure the health, safety, and welfare of the students, teachers, and
            staff, we have the responsibility to engage the most qualified professionals
            to design the infrastructure and public facilities. The consideration of price
            during that selection process should not interfere with the consideration of
            expertise and highest ability to perform the work to its utmost level and to
            protect the interests and values of its stakeholders and community.
