Around 5mn Ukrainian refugees from the country’s occupied southeastern regions have moved to Russia, Russian Security Council chief Nikolai Patrushev said at a meeting of the council. Those refugees were “fleeing the genocide of the neo-Nazi Kyiv regime,” Patrushev claimed. He gave no details of how they arrived in the country or within what time frame. More than 7mn Ukrainian refugees have fled to Europe since the Kremin launched its full-scale invasion of Ukraine on Feb. 24, according to the United Nations. The Ukrainian government claims at least 1.6mn of its citizens, 250,000 of whom are children, have been forcibly relocated to Russia since the start of the war.
Russian forces will likely attempt to blow up Kakhovka dam to cover withdrawal from Kherson. The Institute for the Study of War said in its latest update that Russian forces will likely attempt to blow up the dam at the Kakhovka Hydroelectric Power Plant to cover their withdrawal and prevent Ukraine's forces from pursuing Russian forces deeper into Russian-occupied Kherson Oblast. According to the ISW, Russia "has every reason to attempt to provide cover to its retreating forces and to widen the Dnipro River, which Ukrainian forces would need to cross to continue their counteroffensive."
Russia’s reportedly recruiting Afghan commandos to fight in Ukraine. Multiple Afghan military and security sources told Foreign Policy that members of Afghanistan’s National Army Commando Corps say they are being contacted with offers to join the Russian military to fight in Ukraine. Before the U.S. ceded Afghanistan to the Taliban in August 2021, the U.S. reportedly spent almost $90bn building the Afghan National Defense and Security
Forces. The commandos had been trained by U.S. Navy SEALs and the British Special Air Service.
Ukrainian troops kill 10 Iranian instructors in Russian-occupied territories. KAN, an Israeli radio station, cited an unnamed Ukrainian source. Iranian citizens who trained Russian troops to use Iranian-made combat drones have been killed over the past week in Russian-occupied parts of Kherson Oblast and in Russian-occupied Crimea, KAN reported. Tehran has denied the accusations of supplying Russia with Shahed-136 combat drones despite abundant evidence of their use by Russian troops.
Zelenskiyy introduces electronic residency in Ukraine. From April 1, 2023, Ukraine will introduce e-residency for all those willing to fill the country's budget. According to the law, a worker registers with the Diia application and undergoes a financial and security check. If everything is approved, they
become an electronic resident and an electronic payer of the 3rd group single
tax, without paying VAT. Then the new resident can open a bank account remotely, and the bank will act as their tax agent. The new e-resident can work
and pay a 5% tax on income within the limit ($190,000) of the 3rd group FOP. If
the new resident makes more than the limit, they will be liable for a 15% tax. These arrangements are only for external contracts for the export of services. All documents will be processed electronically, and all payments will be cashless. The government will determine the list of countries whose citizens can become e-residents of Ukraine.
