    Missile strikes have destroyed 50% of Ukraine’s energy facilities, the country’s President Vladimir Zelenskiy said in a call with US President Joe Biden, according to a statement published on the Ukrainian leader’s website on December 9.
Russia has damaged more than 700 critical infrastructure facilities in Ukraine since February 24. First Deputy Interior Minister Yevhen Yenin said on December 27 that at least 702 critical infrastructure facilities in Ukraine have been hit since the start of the full-scale invasion. Those facilities include gas pipelines, electrical substations and bridges. Russian attacks have destroyed more than 35,000 objects in Ukraine, Yenin said.
Zelenskyy asks for the organisation of €800M in electricity imports for Ukraine. President Volodymyr Zelenskyy has asked for support in organising the import of up to 2 GW of electricity to Ukraine this winter, worth about €800M at current prices, to fight against Russian energy terrorism. According to the Ukrainian president, for this to happen a decision from the European Network of System Operators of the Electricity Transmission System (ENTSO-E) to increase the import capacity is necessary. The President of the European Commission, Ursula von der Leyen, said at the international Solidarity with the Ukrainian People conference in Paris that the EU is working to increase the volume of electricity for export to Ukraine, Moldova, and other EU countries.
An energy cable will be laid across the Black Sea. The EU supports a project to lay an energy cable in the Black Sea, said the President of the European Commission, Ursula von der Leyen. Romania, Georgia, Azerbaijan, and Hungary will participate in the project. This will make it possible to strengthen the energy security of the entire region, including Ukraine, and accelerate the restoration of Ukraine's energy infrastructure. The energy cable will connect both coasts of the Black Sea and extend this line further into the Caspian Sea region. The Black Sea electric cable will also benefit Georgia, turning the country into a hub for electricity transmission and integrating it into the EU energy market. The new line will help supply electricity to the EU's neighbors, including Moldova, the Western Balkans, and Ukraine. The EC is ready to finance the project, as it meets the common interests of the EU, neighboring countries, and the entire region.
The French electricity distribution company, Enedis, will undertake a master plan to develop Ukrainian power grids.The Minister of Energy of Ukraine, Herman Galushchenko, and the President of Enedis, Marianne Lenyo, agreed on cooperative work to develop a master plan to improve Ukraine’s power grids. According to the company's president, creating this document will take several months. Enedis is ready to send its experts to Ukraine to offer their experience in power grid management, strengthening cyber protection, digitalizing processes, and increasing the efficiency of electric energy transmission by reducing losses, as well as in the field of consumer interaction.
