Earlier, European Commissioner for Crisis Management Janez Lenarcic said that the damage to Ukraine's energy infrastructure was approaching a critical point, so the European Union is working non-stop to support the country's energy supply. Prime Minister of Ukraine Denys Shmyhal has said that almost a half of the country's energy system has been disabled as a result of Russia's attacks.
Russian attacks on Ukraine’s energy sector have caused damage worth nearly $2 billion. Prime Minister Denys Shmyhal said on Nov. 23 that Russian attacks on Ukraine’s energy infrastructure have caused damage worth over Hr 70 billion ($1.9 billion). Shmyhal said 70 repair teams, comprised of over 1,000 specialists, are working on restoring the country’s power grids.
The EBRD will provide Ukrenergo with €372M to repair energy facilities.
The European Bank for Reconstruction and Development (EBRD) has approved a financing package that will provide €372M to support Ukraine’s electricity transmission company, Ukrenergo, in making swift emergency repairs following damage caused by heavy aerial assaults on civilian power infrastructure. The EBRD condemns in the strongest possible way the unprovoked and unjustified Russian-led war on Ukraine, especially the strikes on civilian infrastructure. The EBRD will make a sovereign guaranteed loan of €300M, composed of two components. Up to €150M is for equipment procurement to implement emergency repairs to the Ukrainian power transmission system, and a further €150M consists of capital structure support. Separately, the part of the loan allocated for emergency repairs will be supplemented by a grant for up to €72M from the Netherlands. This will be blended into a single €372M package to support Ukrenergo’s immediate electrical transmission infrastructure restoration needs.
The liberation of Kherson has come with a price: Russia destroyed critical infrastructure. Before retreating from the right bank of the Dnipro River in the Kherson region, the Russian occupiers destroyed all critical infrastructure and mined all essential objects, President Volodymyr Zelenskyy said. According to the president, there is no electricity, no communication, no internet, and no television in Kherson and the de-occupied settlements in the region. Ukrenergo General Director Volodymyr Kudrytskyi said that the Russians have destroyed an energy facility that provided electricity for the entire right bank of the Kherson region and a large part of the Mykolaiv region. Power engineers are looking for possibilities to supply electricity to the region using emergency contingencies.
Over 10 million Ukrainians remain without electricity as of evening of Nov. 17. Most of them are in the Vinnytsia, Odesa, Sumy oblasts, and Kyiv, President Volodymyr Zelensky said in his evening address on November 17.
The state energy trader imported 2 MW of electricity from Slovakia. On Saturday, November 19, the state energy trader Energy Company of Ukraine imported 1 MW of electricity from Slovakia over the course of 2 hours. This is the second test delivery in the last month under the import contracts of the ECU. The company carried out the first test of electricity import on October 27, 2022. Currently, the import of electricity is not commercial and is carried out to test the ability to receive electricity from Slovakia in the event of Ukraine’s
