Background

1 Islam as the Religion of the
Federation

Article 3(1) of the Federal Constitution states that:

“Islam is the religion of the Federation; but other religions may be
practiced in peace and harmony in any part of the Federation”.

In understanding the concept of Constitutional Monarchy, His
Majesty the Yang di-Pertuan Agong is the head of the religion
of Islam for the Federal Territories and the states ruled by
appointed governors, while Their Royal Highnesses the Malay
Sultans and Rulers are the head of the religion of Islam in their
respective states. This is strengthened by the fact that the
obligation to reinforce the Islamic agenda in the development
of the country is consistent with the oath of office of His
