2.2 Clean, Efficient and Trustworthy Policy

In mid-April 1982, Dato’ Seri Dr Mahathir Mohamad launched the Clean, Efficient and Trustworthy
campaign to adopt the policy as a common practice in the country. This concept is consistent with
the Leadership by Example campaign launched on 19 March 1983. The man objective of the policy
is as follows: -

1. to create a new work ethic and attitude among Malaysians by emphasising productivity and
work quality.

2. to inspire and motivate employees consistent with the Inculcation of Islamic Values and
Leadership by Example policies.

The policy aims at inculcating the following qualities among the people:-

i. Clean that is:

a. Possessing high moral standards, well-
mannered, disciplined, and corruption-free.
b. Impartial and unbiased.
c. Selfless.
d. Faithful and kind-hearted.
