Majesty the Yang di-Pertuan Agong as stated in Part I, Fourth Schedule of Article 37, Federal
Constitution.
Other countries view Malaysia as an exemplary state in the field of administration, economy,
education, technology, socio-cultural and political stability. Although Malaysia is a multi-religious,
multiracial country, the development agenda of the ummah can be realized in harmony leading to
national prosperity.
2 The Inculcation of Good Values in
the Administration of the Country
2.1 Look East Policy
The Look East policy was introduced by the Prime Minister of Malaysia, Dato’ Seri Dr Mahathir
Mohamad on 8 February 1982 at the 5th Joint Annual Conference of MAJECA/JAMECA held
at Hilton Kuala Lumpur. The policy indicates that the Government will carry out research, make
considerations and selections based on best examples and models from Japan and Korea by adapting
them to the Malaysian context. The main objective of the policy is to enhance management and
development in this country and to instil positive values and work ethics in the society in order to
advance the development of the country.
This policy emphasises diligence and discipline, loyalty to the country, or the industry or business
in which a person is employed and groups instead of individuals. It also focuses on productivity,
quality, efficiency, reducing differences between executives and workers, managements which focus
on long-term outcomes instead of short-term increase in dividends or income, and other aspects
that may contribute towards the development of the country.
