2.5 The Islam Hadhari (Islamic Civilization) Approach

The Malaysian Government introduced the Islam Hadhari approach
in an effort to develop the people and country from the perspective of
Islamic civilisation. The Cabinet meeting on 31 March 2004 instructed
all Government agencies to promote the progressive Islam Hadhari
approach by means of improvement and development projects. On
17 October 2004 the Cabinet appointed the DEPARTMENT OF
ISLAMIC DEVELOPMENT OF MALAYSIA as the agency responsible
of coordinating the implementation of the Islam Hadhari approach.

The Islam Hadhari approach was introduced based on the following
rationales: (a) Islam as the religion of the Federation. Article 3(1) states
that “Islam is the religion of the Federation; but other religions may
be practiced in peace and harmony in any part of the Federation”. The
Islam Hadhari approach emphasises the following 10 principles:

Kerajaan Adil dan Beramanah 2 7 Pembelaan Hak Minoriti dan Wanita

Rakyat Berjiwa Merdeka 3 8 Keutuhan Budaya Dan Moral

Penguasaan Ilmu Pengetahuan 4 9 Pemuliharaan Alam Sekitar

Pembangunan Ekonomi Seimbang dan 5 Kekuatan Pertahanan
