2.4 Dasar Penerapan Nilai-Nilai Islam Dalam Pentadbiran

According to the Federal Constitution, Islam is the religion of the Federation and the right to
manage Islamic affairs is granted to the Rulers and State Governments. Nevertheless, followers
of other religions are free to practice their respective religions. The Policy of Instilling Islamic
Values in the Administration is part of the efforts of the Malaysian Government to introduce
Islamic elements into the administration and the lives of the Malaysian people. The Government’s
rationale for emphasising values particularly Islamic values is: “In an effort to preserve the dignity
of the Malaysian people, they must have a strong identity. In this context, the most important
element are values. These represent a key factor to ensure the emergence of a respected society.
A people without values will easily fall victim to other people who are always striving to spread
their values to control other nations who do not possess strong values.”

For the people of Malaysia who are made up of various ethnicities and religions, and practice
different lifestyles, practicing values which are acceptable to all is an important basis for the
creation of identity and unity. For Malaysians, it is most accurate for the values to be based on
the requirements and teachings of Islam in order to build a productive nation with high moral
values.

The country’s administration is the most important component in instilling Islamic values. This is
due to the fact that the Government has a responsibility of ensuring the efficiency of government
machineries which play a crucial role in policy implementation. The success of
government programs depends to a great extent on
civil servants. The inculcation of Islamic
values among civil servants will ensure
the fluency and efficiency of government
machineries and prevent corruption,
abuse of power, and the like. In order
to ensure the success of government
administration, key Islamic values can
be practiced by all Malaysians, regardless
