Dear Ms. Rothman:

Mr. Santiago has been an invaluable, reliable and trustworthy Board member of the
Pitkin Avenue BID since 2000. He maintains the day to day operations and overall
direction of the BID’s budget allocation. He has implemented a new plan to redevelop the
infrastructure to become automated and take advantage of the internet, which has worked
out fantastically. Our Board members feel he has portrayed the type of loyalty,
tenaciousness, motivation and behavior that is expected of an Executive Director of a mid
sized Not For Profit organization. We feel confident in his efforts and welcome his ideas
and especially his vision.

Mr. Santiago is a diligent hard working executive. His performance has always been at
the highest level. He has placed together very comprehensive plans for the revitalization
and beautification of our district. Through the following components: education,
employment and affordable housing he is placing together a seasoned professional real
estate development due diligence team. He has always been available to our constituents,
and this community has prospered for it. His ability to quantify, qualify and analyze a
problem is uncanning. As a Board member of the Executive Committee for the Pitkin
Ave BID, and while observing him working together with, contractors, merchants
community leaders, residents, and the city, and state leaders (politicians) he has truly
showed his leadership. His ability to handle complex projects offers us the opportunity to
have a true understanding, or a pulse on what is occurring under his supervision. He is a
self-starter who doesn’t take no for an answer. As an example, we have been waiting on
a parking lot to be developed in our district for over 12 years and it has moved nowhere.
Under his direction and remarkably in the first year of his administration he has made the
project become a reality. We start breaking ground within the next few months. I am
most impressed by his ability to develop an astute (senior level) experienced team of
experts, and how he monitors the progress for our Board of Directors. We are a large city
and with the leadership role that Mr. Santiago displays we are always prepared to go to
battle.

Any Organization that is entertaining having Mr. Santiago be a part of their senior
management team will not only get a true executive but a entrepreneur team player and
