                    RE:  ACCESS for AMERICA, Inc.

                    Dear Charlie,

                    I am writing to express AGC of Connecticut’s desire to see the Connecticut Laborers District
                    Council and by extension the Laborers International Union of North America and/or the
                    AGC/Laborers Training Fund provide support through funding or in-kind contributions to
                    ACCESS for AMERICA, Inc. – a new national organization that is providing direct services,
                    funding and advocacy for minority contractors and minority construction workers.  ACCESS for
                    America is leveraging its developing partnerships with national organizations to assemble
                    diversity data on current minority workforce and minority contractor development. They are
                    working with McGraw-Hill in this regard.  Several AGC Chapters across the country are
                    supporting AFA in launching this much needed organization.

                    ACCESS for AMERICA, an organization that needs strong union representative on it charter
                    Board of Directors would provide the union leadership in a governing capacity, and would go a
                    long ways toward creating the proper approach to minority utilization and development for the
                    Laborers both nationally and local.  AFA is opening new chapter around the country with Metro
                    areas first.  They are seeking funding to help in this regard.

                    ACCESS for AMERICA is committed to identifying and acknowledging best practices around
                    the country in the area of minority workforce and contractor development.  They have been
                    involved in consulting with the Cities of Detroit, Hartford, Miami and others to assist them with
                    program encouraging more minority participation at all levels.

                    AGC of Connecticut would like to go on record of being supportive of AFA, and would urge the
                    Laborers to consider support as well.  Working together as management and labor we can
                    accomplish the most for all stakeholders.  Thanks for your interest in AFA, and please feel free to
