His areas of technical expertise include program management, master and environmental planning, community outreach, noise mitigation programs, and stakeholder engagement. He is Senior Vice President of C&S Companies and is responsible for leading the company’s aviation practice of 100+ technical and support personnel.

Scott Powell is the CEO of the Superior Aviation Company, the largest California based chain
of Fixed Based Operators (FBOs). Superior Aviation Company (SACjet) delivers aviation fuel
and flight support services at Sacramento Executive Airport, Sacramento International Airport and Sacramento Mather Airport. Scott is an accomplished pilot and has been involved in airport development and aviation logistics for more than 20 years. SACjet’s customer base includes UPS, FedEx, DHL, Delta Airlines, Sacramento Kings/NBA, NetJets, Intel Corporation, FAA, Department of Defense, Department of Homeland Security and hundreds of other international and domestic flight departments.

Brian is responsible for all administrative and operational functions at Phoenix-Mesa Gateway Airport. He previously served as PMGAA’s Deputy Director/COO. Prior to joining PMGAA in September 2015, Mr. O’Neill spent twenty years at Manchester-Boston Regional Airport in New Hampshire; the last eight years as the Deputy Airport Director and the previous twelve years as Assistant Airport Director – Air Service Development, Marketing, and Public Relations. Prior to his airport career, Mr. O’Neill held several senior-level positions including, Director of Community & Government Relations for Porter McGee Public Relations and Vice President of the Greater Manchester Chamber of Commerce.

Airport COO and Senior Vice President
Scott has 37 years of experience in the business aviation industry and has been with McClellan Jet Services since its inception in 2001. He has continued to increase revenue, and improve the services of the company, and has developed a very qualified team, making MJS the largest Fixed Base Operator (FBO) in the greater Sacramento region. Most recently, he has been successfully working with Cal Fire in making McClellan Park a staging area for the innovative new Super- Sized fire fighting DC-10 and is working toward the 747 fire fighting aircraft operations out of McClellan Park in the near future.
