Kevin has 26 years of experience in the aviation industry, working almost exclusively with and on Airports within the Western-Pacific Region. His professional experience includes 13 years with the AWP Airports Division and 13 years with Kimley-Horn and Associates. Kevin’s passion is partnering with Aviation Organizations in the West to develop and implement strategic and creative approaches to simplify and implement complex programs, from cradle to grave.

Judy has experience managing the administrative functions of the Airport Director’s Office as well as the five Airport divisions: operations, facilities and engineering, finance, planning and development, and business development. Judy’s vast knowledge of the aviation industry and steady management approach was developed through her three years at Mineta San José International Airport, as well as at other U.S. airports.

Jennifer joined the City of Phoenix Aviation Department in 1996, and over the last 22 years at Phoenix Sky Harbor International Airport, she has worked in a myriad of capacities in Airport Administration, Business & Properties, and Facilities & Services. She is currently engaged in the Terminal 3 Modernization, Terminal 4 International Facilities Remodel, Terminal 4 S1 Concourse, and the PHX Sky Train Stage 2 projects, valued collectively at over $2B.

Andy Swanson
City of Palo Alto
Airport Manager
As Airport Manager at Palo Alto, Andy was tasked with transferring the City-owned airport that was managed by Santa Clara County back to the City. This was accomplished in 2014. Andy is a division head and he manages the airport which is one of the four divisions under the Public Works Director. He is directly responsible for the administration, operation, maintenance, and budget for one of the nation’s busiest single runway general aviation reliever airports with over 175,000 operations a year.
