In direct answer to your query re ALL Lessees paying or just a few.... NO, it has to ALL Lessees in agreement to pay their additional £5369. 55.
Obviously if say, one, can't afford to do it or doesn't want to pay extra, the other 8 can decide VOLUNTARILY AMONGST THEMSELVES if they still wish to proceed and cover the amount missing, spread amongst ALL of them, (ie £5369.55 divided by 8 = £671.19 each, making a revised total to pay of £6040.74 by each of the eight as opposed to the original £5369. 55.
If two refuse to join in, and is again agreed to be covered by the remaining seven, the amount due becomes £6903.70 from each of the seven as opposed to the original £5369. 55.
Or worst scenario, three drop out, then the remaining six would decide or not, to make up the difference by paying £8054.32 from each of the six as opposed to the original £5369. 55.
Now you can appreciate my constant referral since July 2012 to an additional amount required to be paid per Lessee of approx. £5000 - £7000 additional funds needed to do both the internals/externals if we used Wade's very comprehensive and top line internals' works.
Management's alternative was to not spend more than we have in Reserves, meaning the Internals budget (NOW today after the EXTERNALS costs of approx. £78,468. 80 incl Vat) can be no more than £12,335 incl. vat
BUT, no worry, because Management will find an additional £5000 - £10,000 through careful husbandry and this saved amount will be added to Management's Internals budget, so having to hand in available funds an approx. £20,000 for Internals without have to resort to Lessees for additional funds. But obviously, Management's Internals' works will not be as comprehensive as those outlined in WADE'S 23 Jan 2013 Quote.
But Management's workings are more than sufficient to both decorate Mitre House's common parts and stay within the terms of our Head Lease obligations.

Taking the lowest service charge £ 5000 x 9 equal £45.000 .assuming that 9 flats are in agreement and not 6? As surly you would not expect 6 flats to contribute and the other 3 having the benefit of a proper refurbishment at our expenses.
Can you please clarify.
