STATION TOD STUDY – CITY OF NORTH MIAMI BEACH
SCOPE OF WORK EXPANDED OUTLINE
APRIL 25, 2017
Overview
Provide transportation planning, transit-oriented development (TOD) land use planning, facility concepts
and economic development for a proposed new rail station in the City of North Miami Beach. This
includes interface with residential and business communities in the plan development on issues such as:
• Recommendations for station location
• Development of compatible TOD land uses around a proposed station
• Identify development types (mixed use, commercial, institutional/education, entertainment,
etc.)
• Potential development and/or project phasing including market and economic analysis
• Provide enough detail to serve as a basis for rezoning the station area into a form-based zoning
Task 1: Project Coordination
CONSULTANT will schedule and conduct Progress Meetings with the CITY staff throughout the duration
of the project. CONSULTANT will participate in up to six (6) progress meetings including project kick-off
meeting and will prepare agendas and materials for use in the meetings, prepare meeting minutes, and
complete associated follow-up.
CONSULTANT will schedule and conduct agency coordination meetings (City, Miami-Dade County,
SFRTA, FDOT) to share findings and gather input during the plan development process. CONSULTANT
will participate in up to three (3) agency coordination meetings and will prepare agendas and materials
for use in the meetings, prepare meetings summaries, and complete associated follow-up.

Task 2: Public Outreach Plan
CONSULTANT will develop a Public Outreach Plan to fully inform and involve the public, including
property owners, tenants, business owners and operators, public officials and agencies, potential users
of the facility, interested individuals, and special interest groups during the development of the station
plan. The plan will also outline the plan for Community Workshops at key points during the study
process as well as a Commission Public Hearing
The CONSULTANT shall perform the data collection and prepare responses to any public inquiries from
the public involvement process. The CONSULTANT is to collect, maintain and update the project mailing
list that would include but not limited to the following:
• A list of neighboring property owners, business owners and tenants
• Community leaders and groups, in or with jurisdiction in the project
• Any person or institution who expresses an interest in the project.
