EFFORTS TO WIN THE REPRESENTATION OF WOMEN'S
POLITICS IN THE PADANG CITY LEGISLATIVE ELECTIONS
PERIOD 2009-2014 AND THE PERIOD 2014-2019.

The involvement of women and men in politics is an integral part of the democratization process. In
accordance with the provisions of Election Law number 10 of 2008 Chapter II article 2, "Elections are
conducted effectively and efficiently based on the principle of direct, public, free, confidential,
honest, and fair". In practice elections conducted in the house of representatives is a form of
freedom of rights in voting and elected. The House of Representatives or can be called the
legislature is an institution that holds the power in lawmaking. In an effort to minimize the gap
between men and women in the political field, as well as related to efforts to increase the role of
women in the institutions of the House of Representatives (DPR) has been affirmative action. This
action begins with the desire to increase the representation of women in the DPR / DPRD
institutions based on past experience that the representation of women in the Dpr is very minimal.
In addition, there are women's community movements to support the representation of women in
the political realm.
This research was motivated by gustin pramona's victory as the only female legislative candidate in
the 2009-2014 Padang City legislative elections and the 2014-2019 period. In the legislative elections
of Padang City period 2009-2014 there were 44 (forty-four) political parties participating. At that
time the Democratic party received the most votes, namely 111,469 valid votes or about 33.59% of the
percentage of the legislative votes in Padang City. In this period there were 3 women who won seats
in the legislature out of 45 seats. The next period is the legislative elections period 2014-2019 there is
an increase in the representation of women, namely as many as 7 female elected legislative
candidates with a total number of elected legislators in total 45 (forty-five) people. The theory used
in this study is political marketing theory, with indicators Product, Promotion, Price, and Place. The
concept used is the general election and the representation of women in politics. The method used
in this study is qualitative method with descriptive type.
The results showed that Gustin Pramona has run politic marketing optimally. First Product by
offering development-based programs and assistance by using interpersoal communication i.e.
face-to-face or dialogue. From the gender aspect, Gustin Pramona embraces women who have
social inequalities and provides solutions to existing social problems with the aim of prospering
society. In packaging the product itself is offered to build a figure in the eyes of the community in
the form of self-introduction to the community, delivery of vision and mission, and conducting
studies, as well as approaches holistically. Gustin pramona's approach to women is also one of his
marketing strategies to advance in the padang city legislature, an approach to build a positive
image to women by forming a women's group in koto tangah area which later this group is
promised to provide capital in entrepreneurship.
