              Solidarity and Participation: Women's Experiences in


              Village Decision Making Exclusion

                     This  research  focuses  on  looking  at  actors  and  government  mechanisms  from  a  political  and
                     gender        perspective            in    Sidomulyo            Village,       Batu      City.     The     focus       on    actors       and      mechanisms

                     elaborate  into  three  objectives,  First,  to  identify  women's  issues  in  Sidomulyo  Village.  Second,

                     identify  political  actors  in  Sidomulyo  Village  and  see  where  women  are  placed.  Third,  analyze

                     accommodation  of  women's  interests  in  decision-making  practices  in  Sidomulyo  Village.  The

                     process of collecting, identifying and analyzing data was carried out using qualitative methods.

                     The  field  research  was  carried  out  over  a  period  of  two  months  with  three  main  techniques
                     including  in-depth  interviews,  Focus  Group  Discussions  (FGD)  and  Document  Studies.  In  total,

                     one     FGD       was      conducted,            12    informants            were      interviewed             and      more       than       20    government

                     documents  were  collected  from  the  research  location.  The  description  of  Sidomulyo  Village  is

                     that     this    village       has     peri-urban           characteristics            with      a   physical         appearance             that     shifts      from

                     agricultural           to    non-agricultural.                From        the     aspect         of    tradition         shows         the      dominance              of

                     Javanese-Islamic                culture        in   the     form       of   activities        such       as    mbiodo,          sayan,       recitation,         tahlil,
                     diba'an,       khataman,            and      slametan           which       are     dominated             by    village      women.          As    a   result,      this

                     research         shows        that      Sidomulyo            Village       has     uniqueness             related        to   gender         issues,       which        is

                     shown        through          the     strong       initiative       and      solidarity        of   women           of   the     village      in   dealing        with

                     social  problems.  However,  the  activeness  of  women  at  the  grassroots  level  is  unfortunately  not

                     linear with their involvement in formal decision-making practices at village level. The dynamics
                     of  the  political  and  decision-making  in  Sidomulyo  shows  that  the  governance  actors  involved

                     are  civil  society  organizations  (CSOs)  and  the  Village  Government,  but  both  contribute  to  an

                     asymmetrical              relationship.           The      CSOs       include         not     only      local     community               groups        that      were

                     formed         independently               such       as    Karya       Bunda         Community,              but      also     the     Wahid         Foundation

                     which  brought  the  Desa  Damai  program.  From  the  gender  aspect,  quantitatively  women  at
                     the  government  level  are  in  the  underrepresented  category  with  descriptive  representation

                     practices  where  policies  and  budgets  are  discussed  in  a  gender-neutral.  Overall  this  study  is

                     related  to  the  Gender,  Politics  and  Public  Policy  as  the  sub-theme  of  International  Conference

                     of Gender, Culture and Society (ICGCS).

                       Juwita         Hayyuning             Prastiwi          is   a    lecturer         at    the      department                of    political        science          and

                       member  of  Pusat  Pengkajian  Desa,  FISIP  Universitas  Brawijaya.  She  has  great  interest  in

                       gender         and       politics       studies,        as    well      as    developing             additional           fields      of    interest        in    rural

                       politics        studies.         One       of    articles        published             in    the      international              journal        is    titled      “The

                       Substantive Representation of Women In The Local Parliament Seats Above 30%” (Opcion

                       Journal/Q3, 2019).
