II. Development Framework

The formulation of the Calabarzon RDP 2017-2022 is defined by a
three-fold process that uses top-down, bottom-up, and horizontal
perspectives. The RDRA comes into the horizontal perspective as it
provides the research gaps for the RDP’s strategies.

As a component of the RDP, the RDRA is aligned with the
development framework of the RDP for the next five years. For this
medium-term, the goal is to lay down a solid foundation for more
inclusive growth, a high-trust society and a globally competitive
knowledge economy. This goal shall be achieved through its strategy
of “Malasakit at Pagbabago Tungo sa Patuloy na Pag-unlad”.
