                       Research Title:  Developing and Promoting the Stakeholder Communities and Network to be Aware and
                                     Participate in the Management of Disaster Caused by Coastal Erosion

                                                            Abstract
                                  The purposes of this research project were (1) to reiterate the lessons learned by communities
                       that were strong in dealing with coastal erosion; (2) to develop learning media for promotion of participation
                       and creation of awareness in dealing with coastal erosion; (3) to organize a learning program to promote
                       participation  and  create  awareness  of  stakeholders  in  the  community  in  dealing  with  disasters  caused  by
                       coastal erosion; and (4) to develop the community and stakeholders networks for dealing with disaster caused
                       by  coastal  erosion.  This  project  employed  the  participatory  research  process  with  the  main  target  groups
                       comprising the groups, communities, networks, and stakeholders in 16 target area communities which were
                       the coastal areas of the upper part of the Gulf of Thailand starting from the mouth of Bang Pakong River in
                       Chachoengsao province to the mouth of Tha Chin River in Samut Sakhon province.  These communities
                       were selected based on their experiences of encountering coastal erosion disasters and their effective dealings
                       with  the  disasters.    Data  were  collected  with  the  use  of  questionnaires,  participatory  seminars,  in-depth
                       interviews, and experimentation of learning organization to promote the participation and create the awareness
                       of the people.  Qualitative data were analyzed and synthesized with classification, grouping, comparison,
                       relationship analysis, study of causes and effects, and SWOT analysis; while quantitative data were analyzed
                       with the calculation of frequency, percentage, mean, and standard deviation.
                                  Research results were as follows: (1) regarding the lessons of dealing with disasters caused by
                       coastal erosion, it was found that the coastal areas were muddy, with rather strong monsoon winds, and with
                       high rates of erosion; there were many structural patterns undertaken by the community and concerned work
                       agencies for dealing with the erosion, namely, the setting up of sand dune lines, the setting up of coastal rock
                       dams, the planting of bamboo poles, and the setting up of learning centers; on the other hand, there were also
                       many non-structural patterns undertaken by the community and concerned work agencies for dealing with
                       the erosion, namely, the enforcement of rules and regulations, the implementation of participatory process by
                       the concerned groups and networks, the formulation of plans for dealing with the erosion, the use of learning
                       and  local  wisdom,  the  setting  up  of  disaster  funds,  the  public  relations,  and  the  use  of  eco-tourism;  (2)
                       regarding the learning media production, the produced learning media for promotion of participation and
                       creation of awareness in dealing with coastal erosion comprised two types, namely, the VCD media and the
                       printed media; five VCD media were produced: the First VCD describing the coastal erosion situations and
                       the dealing with coastal erosion; the Second VCD describing the community management methods and the
                       networks for solving coastal erosion problems; the Third VCD describing the reiteration of the lessons on
                       dealing with erosion problems learned by coastal communities in Samut Sakhon province; the Fourth VCD
                       describing the reiteration of the lessons on dealing with erosion problems learned by coastal communities in
                       Samut  Songkhram,  Samut  Prakan,  Chachoengsao,  and  Chon  Buri  provinces;  and  the  Fifth  VCD  media
                       describing how to manage disasters; the printed media consisted of the learning document on dealing with
                       disasters caused by coastal erosion, and the document on guidelines for learning on dealing with disasters
                       caused by coastal erosion; (3) regarding the organization of a learning program to promote participation and
                       create awareness of stakeholders in the community in dealing with disasters caused by coastal erosion, the
                       learning  organization  process  comprised  the  learning  from  the  media,  the  learning  from  real  practice  by
                       creating activity plans, conducting activities based on the plans, and evaluation and follow-up; from observation,
                       the learners had increased their knowledge and understanding; also, comparison of the pre-test and post-test
                       scores of learners in every community showed that their post-test scores were significantly higher than their
                       pre-test counterpart scores; and (4) regarding the development of community and stakeholders networks for
                       dealing with disaster caused by coastal erosion, two following activities were developed: (4.1) the preparation
                       of guidelines for overall management and administration in prevention and solving of erosion problems of
                       the  coasts  of  five  provinces  which  comprised  operation  guidelines  in  six  aspects,  namely,  the  aspect  of
                       creating knowledge and understanding; the aspect of study, research and information; the aspect of preparation of
                       plans and designs; the aspect of dealing with the coastal erosion problems; the aspect of participation and
                       coordination; and the other concerned aspects; and (4.2) the creation of community networks for prevention
                       and solving of coastal erosion problems via online social media in the forms of personal contact and group
                       contact  to  enable  the  members  to  present  the  progress  of  their  activities,  present  opinions  useful  for  the
                       community networks, and sharing and exchanging other information to enhance relationship and feeling of
                       involvement among members of the community networks.
