SECTION XVI - FEDERAL PROGRAMS PROCEDURES
ORGANIZATION, STRUCTURE AND FUNCTION
The purpose of this procedures manual is to provide written procedures and policy references for all
Federal Programs in Hinds County School District as required under EDGAR, The Uniform
Administrative Requirements for Federal Awards, and Every Student Succeeds Act (ESSA), 2015.
The Exceptional Services Department is governed by the Individuals with Disabilities Education Act and
State Board Policy 7219 in addition to EDGAR and the Uniform Administrative Requirements for
Federal Awards. As a part of these federal and state mandates, the exceptional services department is
required to locate, identify, and service students that are identified as having an educational disability.
The Child Nutrition Department is governed by the Child Nutrition Act of 1966 and all subsequent
amendments.
The organization of the manual is based on the monitoring requirements for federal grants, primarily
fiscal aspects, as directed by the Mississippi Department of Education (MDE) Offices of Federal
Programs, Special Education and Child Nutrition. The structure covers all Federal Grants received by the
district as well as those district policies and procedures that are applicable to non-federal grants received
by the district.
This handbook functions as an instructional guidance manual for each of the above departments to ensure
the full and proper implementation of fiscal requirements for each grant. Below is the basic organization
chart of all involved departments. Job descriptions are available from the Hinds County School District
Office of Human Resources.
