3.22 ALCOHOL AND DRUGS
               This Alcohol and Drugs Policy Statement is applicable to all employees who work for Bretland.  The
               Company shall take all reasonable steps to ensure that all relevant employees are made aware of
               this Policy statement. The Company recognises its responsibility not to allow employees who are
               under the influence of drugs or alcohol to work on the railway infrastructure or any working
               environment. To address this responsibility, the company requires that no employee will report for
               work or attempt to report for work whilst:
                   −  Under the influence or in possession of illegal drugs
                   −  Under the influence of medication which does or may affect the safety of the employee or
                       others
                   −  Under the influence or in possession of alcohol

               The standards to be applied will be, as applicable, to the relevant client, such as (but not inclusive):
                   −  Bretland Drugs & Alcohol Policy
                   −  Safety , Health & Welfare at Work Act 2005
                   −  Railway Safety Act 2005

               Control measures to implement this policy are in place, namely:
                   −  Documented procedures relating to Alcohol & Drugs
                   −  Alcohol and Drug screening may be carried out:
                                 ▪  Annually, as required by the client
                                 ▪  Unannounced screening of a minimum of 5% of relevant personnel annually
                                 ▪  For Cause (Arrangement with Infrastructure Owner approved provider for
                                     ‘for-cause screening’)
                                 ▪  Post Incident
                   −  Require employees not to be in possession of controlled alcohol & drugs or not to consume
                       the same when on railway infrastructure
                   −  Review of the Alcohol & Drugs Policy for adequacy on an annual basis
                   −  Remove from the infrastructure and suspend any person whose test proves positive
                   −  Notify all relevant authorities of any positive results
                   −  Require personnel to notify the supervisor/Senior Manager when taking medicine which
                       may affect their work

               Employees that believe they have drugs or alcohol related problems and pro-actively raise the issue
               (i.e. not after being involved in an incident or being nominated for a test) shall be provided
               confidential support.  However, other employees in contravention of this Policy shall be subject to
               appropriate disciplinary action.

               Unannounced Drug & Alcohol Screening

               A minimum of 5% unannounced testing of all employees involved in operations on a Client
               Controlled infrastructure shall be sampled on an annual basis to reflect the risk involved (min of
               2.5% bi-annually).

               Further pre-tests, ‘home’ drug and alcohol tests will be carried out also. These pre-tests will lead to
               instant results. Failure of this pre-test will lead to instant stoppage of work for the effected
               person(s). The employee(s) who gave the positive test will then be sent to an approved screener.
               The approved screener will take two samples, an ‘A’ and a ‘B’ sample. The ‘A’ sample will be tested
               and the ‘B’ sample will be stored and used only in a case of appeal.
