2. Group overview
2.1 Our role
DELWP’s purpose is to shape and support liveable, inclusive and sustainable communities and thriving
natural environments throughout Victoria.
The Planning Group takes a long-term view to shape prosperous, equitable and liveable communities and
improve the quality of built and natural environments for current and future Victorians.
We are the stewards of the planning, building and heritage systems and engage with stakeholders and
communities to ensure that we deliver quality services and outcomes across the state.
We lead implementation and enable government’s infrastructure strategies and programs that support
Victoria’s growth and liveability.
2.2 Structure and organisation chart
The group’s structure and organisation chart can be found in Ada.
The Planning group consists of the Office of the Deputy Secretary and the following divisions:
• Statutory Planning Services Division
• Planning and Heritage Division
• Building Division
• Planning Implementation Division
• Forward Policy and Business Strategy Division
• Planning Panels Victoria
2.3 Community Charter
The Community Charter describes what Victorians can expect of us in all aspects of the way we work and
interact with the communities we serve.
The Charter is our promise to Victorians to put the community at the centre and commits us to be available,
speak and listen, and take action in everything we do.
The focus of the Planning group in relation to the Community Charter is:
Speak and listen:
• To be transparent in all our dealings
• To genuinely consult and follow up on that intent
Take action:
• To be more efficient, accessible, responsive and timely across our projects and processes for core
services
• To manage expectations, and be forthcoming even with the bad news
Be available:
• Present ourselves as a united ‘One DELWP’
