The Civil Service Seminar was well received. Assistant to the Executive Director Mona Krieg
coordinated and registered over 100 attendees. Instructor John West gave much needed
information. Edinburg Chief Rolando Castaneda, Del Rio Chief James Debrow, and TPA ED Erwin
Ballarta catching on old times. All three retired from the Texas Department of Public Safety.

TPA continues to reach out and will be instructing at the Texas District and County Attorneys
Association Victim Assistance Coordinators Seminar on “Personal Safety Issues and Planning” on
November 8th.


TPA would like to recognize Ann Marie Carrizales for her bravery and tenacity in chasing down
the subjects that had shot her twice, once in the chest and the other in the face. On October 26th
at about 3:30 a.m., Stafford Officer Carrizales pulled over a 4 door Nissan at a mobile home park
after idling at a green light with a blinking turn signal. When she made her stop, one of the men
inside the vehicle began shooting and sped away. Carrizales returned fire, got back in her patrol
car and pursued her assailants. Because of her drive to win, she was instrumental in the quick
arrest of the violent subjects. The three are believed to be gang members and have connections to
the MS-13.

I had a wonderful conversation with Officer Carrizales about the incident. One common question
people are interested in is where she got that tenacity. She said her Marine Corp training came
into play. Perhaps the Marine Corp training may have brought out what was already inside her. In
the early years it was uncommon for females to be boxers. Officer Carrizales learned to box from
her father Joe Carrizales, Disabled Marine vet. Apparently she also got her drive and Sheepdog
mentality from him.
