Policy and Regulatory Reform
The next Australian Government should develop an automotive industry
blueprint, a Sector Strategy, in consultation and partnership with industry,
which would provide guidance and a policy framework for the automotive
industry as it transitions into new technologies and potentially new policy
settings such as electric vehicle targets.
Reduce the number of definitions of small business across policy,
legislation, and regulation. Create a peak industry and government
taskforce to identify definitions and reduce and harmonise definitions
across the Commonwealth and jurisdictions.
Implement an automotive-specific Franchise Code of Conduct by no later
than 1 January 2020.
Implement a Code of Conduct for Access to Motor Vehicle Service and
Repair Information by no later than 1 January 2020.
Implement a national mandated Motor Vehicle Insurance and Repair
Industry Code of Conduct, with enforceable provisions and penalties by no
later than 1 January 2020.
Develop a national program aimed at the proper disposal of end-of-life
vehicles.
Conduct a review into the structural issues that are preventing automotive
recyclers and other industry sectors from accessing business insurance.
Use the Council of Australian Governments (COAG) to reduce red-tape and
better align state-based legislation and regulation to improve business
competitiveness and consumer certainty regarding the registration, repair
and retailing of motor vehicles across Australia.
Develop technical notes that would assist state-based adjudicators to
make more consistent decisions when applying the Australian Consumer
Law to motor vehicle faults and warranty issues.
