In the rst phase, the program would target to provide homeownership packages to civil servants, corporate and private sector employees in the urban areas. It would be done in collaboration with nancial institutions.

We shall develop 16 Thromdes and Yenlag Thromdes with basic public amenities.
We shall provide a ordable housing within Bhutan for all Bhutanese living across the border (Jaigaon, India).
We shall ensure the development and implementation of Disaster Management Contingency Plan (DMCP).
We shall prioritize wastewater systems and solid waste management facilities and new technologies in the sector.
We shall prioritize Flood Hazard Management and Flood Risk Management and develop ood control measures and implement it.
