4.6 With regards to the proposed development the potential for dust emissions is assessed for
each activity that is likely to take place. The assessment procedure assumes no mitigation
measures are applied. The conditions with no mitigation thus form the baseline or “do-
nothing” situation for a construction site. The assessment procedure uses the steps provided
in the guidance and summarised in Figure 3.
