                        Operational Phase (Traffic Emissions)

                        Modelled Scenarios


               4.7      A modelled baseline year of 2019 has been used.  This corresponds with the latest air quality
                        monitoring  undertaken  by  the  Council.    A  future  year  has  also  been  chosen  (2024)
                        representing a future year with the proposed development in place and includes changes to

                        traffic flows due to the proposed and committed development.  Overall, four scenarios have
                        been adopted as part of the assessment.  These are as follows:

                            •   Scenario 1 – existing levels of air quality / model verification (2019);


                            •   Scenario 2 – 2024 Do-Minimum (baseline only);


                            •   Scenario 3 – 2024 Do-Something (baseline + proposed development); and


                            •   Scenario 4 – 2024 Do-Something (baseline + proposed & committed developments).

               4.8      Scenarios 2, 3 and 4 will be used to determine the potential impact on existing and proposed
                        receptors  adjacent  to  the  modelled  road  network  as  a  result  of  increased  traffic  levels
                        generated  by  the  proposed  and  committed  developments  in  2024.  The  committed

                        development flows include the following developments:

                            •   16/501266/FULL - 99 High Street and Land to the North of High Street, Newington.

                               Erection on land to the north of 99 High Street of 124 No. dwellings in total including
                               two storey 2, 3, and 4 bedroom dwellings and 1 and 2 bedroom apartments (2 no. 3
                               storey blocks) with a new access road from the High Street, pedestrian and cycle link
                               to  Church  Lane,  formal  and  informal  areas  of  open  space  and  landscaping,  car
                               parking and amenity space.


                            •   18/505315/FULL  -  Land  at  the  Tracies,  Newington.    Erection  of  5  no.  detached
                               houses with associated access and parking including detached carport to Plot 2.


                            •   16/505861/OUT  -  Land  West  to  Ellens  Place,  Boyces  Hill,  Newington.    Outline
                               Application  with  access  being  sought  for  erection  of  9  dwellings  with  access,
                               garaging, parking provision and other associated works.


                            •   MC/19/2532  -  Land  at  The  Maltings,  Rainham.  Construction  of  29  dwellings
                               alongside associated parking, access, infrastructure and landscaping works.


                            •   MC/19/2530 - Land at Westmoor Farm (North) Moor Street, Rainham.  Construction
                               of  a  secondary  school  with  formation  of  new  access  from  Otterham  Quay  Lane
