Proposal: Erection of 35 No. residential dwellings including affordable housing and
associated car parking, hardstanding, landscaping and open spaces,
infrastructure including SuDs and earthworks accessed from the existing
junction serving Eden Meadow from the A2 High Street.
Thank you for your consultation on the above referenced planning application.
Kent County Council as Lead Local Flood Authority understand that the application has
reduced the number of dwellings from 40 to 35, with an updated layout proposal. The
amended Foul and Surface Water Drainage Strategy contains the updated layout and
demonstrates that drainage provision can be delivered under the latest arrangement.
Whilst we have no objections to the amendment, we do seek to highlight the following:
1. It is noted that a couple of soakaways (SA2 and SA3) appear to be situated under
trees. It is strongly advised against locating soakaways under or close to trees
because of possible future issues in regards to roots ingress and possible damage to
the structure. From the layout drawing, there appears to be ample space to rectify
this and as such the LLFA view this as something to be rectified at detailed design.
2. As raised within our previous consultation response (02/06/2020), we would expect
to see infiltration testing undertaken at the site as part of the detailed design stage. It
is accepted at this stage that an assumed rate has been used within the design
calculations for soakaways/basin and permeable paving but upon final designs this
should be demonstrated by appropriate testing.
Forming part of our previous consultation response was the recommendation of
planning conditions including the pre-commencement detailed design condition. We
would still advise that this is applied due to the requirement of appropriate ground
investigations (infiltration testing) being undertaken to confirm final design.
