Impact of Vehicle Emissions
6.3 The change in predicted PM10 and NO2 concentrations at existing receptors in 2024 following
completion of the proposed development is considered negligible. Overall, using the flow
chart presented in Figure 7, air quality is a low priority consideration with regards to the impact
of the proposed development.
6.4 At worst, the cumulative impacts of predicted NO2 concentrations from both the proposed and
committed developments is considered moderate or substantial depending on the location of
the existing receptor. Using the flow chart presented in Figure 7, air quality (NO2) is a high
priority consideration with regards to the impact of the proposed and committed developments
at these locations.
6.5 Using the guidance issued by Swale Borough Council, the impact of the proposed
development alone is considered low/imperceptible as the change in impact at existing
receptors is less than 1%. As such, given the low impact, the following mitigation measures
should be implemented, which are standard mitigation for all developments as outlined in the
Councils Air Quality and Planning Technical Guidance:
• All gas-fired boilers to meet a minimum standard of <40mgNOx/kWh
• 1 Electric Vehicle charging point per dwelling with dedicated parking or 1 charging
point per 10 spaces (unallocated parking). EV charging technology should be the best
available technology at the time of planning approval. More detail is provided in
Appendix A in relation to the installation of EV charging points.
6.6 However, when considering the cumulative impacts the classification is very high as the
change in impact at existing receptors is greater than 10% at a number of receptors. As such,
an Emissions Mitigation Assessment has been undertaken and this is outlined in the following
section.
