At least one person was killed and three injured during a NASA memorial service on 28 November in the capital Nairobi. The memorial for 29 victims
of alleged police brutality during political demonstrations around the election coincided with the inauguration of President Uhuru Kenyatta and was
dispersed by the police with tear gas and live ammunition.
Travellers should remain especially alert near NASA strongholds such as Kisumu, Homa Bay and Siaya counties, or near low-income areas of
Nairobi such as Kibera, Mathare, Kwangware and Kangemi. If demonstrators and/or security force personnel begin to gather, or if disturbances are
reported, immediately vacate the area and stand-fast in a secure location (ideally your accommodation) until the situation stabilises.
Liberia: Exercise caution on 7 December due to expected Supreme Court ruling on electoral irregularity complaint

We advise countrywide restrictions on travel to Liberia.
Members in Liberia, particularly the capital Monrovia, should exercise caution on 7 December, when a Supreme Court ruling on the first round of
the presidential election is due. The second round of the vote was indefinitely postponed after Charles Brumskine of the Liberty Party (LP) filed a
complaint with the National Elections Commission (NEC) on 19 October alleging irregularities during the 10 October first round vote.
The initial complaint was rejected by the NEC on the 20 November, but went to the Supreme Court on appeal. George Weah of the Coalition for
Democratic Change (CDC) and Vice President Joseph Boakai of the ruling Unity Party (UP) were due to face each other on 7 November in the
second round of the race to replace President Ellen Johnson Sirleaf. A new date for the run-off has yet to be set; however, should the electoral
process not be completed by 15 January, when Sirleaf's time in office ends, she would be required to hand over power to a transitional government.
Members should monitor for possible demonstrations through our alerts and local contacts and should avoid any such events due to the risk of
incidental exposure to violence. Key flashpoints in Monrovia include government buildings, political party headquarters, NEC offices and the
Supreme Court building.
Togo: Lome, other towns: Avoid further anti-government protests on 7 December

We advise there are no significant restrictions on travel to Togo, but security measures are necessary.
Members in the capital Lome and other urban centres should avoid nationwide anti-government protests planned for 7 December, due to the
potential for unrest. Demonstrations against the government on 29-30 November and 2 December were well attended and passed off relatively
peacefully. While President Faure Gnassingbe called in late November for talks between all parties, no further details were given and opposition
groups have said the protests will continue until their demands are met - even during any potential talks with the government.
Protests have been staged by opposition groups since 19 August to demand a constitutional limit on presidential terms and Gnassingbe's
resignation. Opposition groups are demanding changes to a bill approved by parliament in September, which seeks to amend the constitution and
restrict presidential terms. While the bill is to be put to a referendum on a yet unannounced date, it would not be applied retrospectively and has
triggered concerns among opposition parties that Gnassingbe - who has been in power since 2005 - could run for two more terms.
Congo (DRC): Kinshasa: Avoid possible gatherings around military court on 8 December during trial of suspected militia

Members in the capital Kinshasa on 8 December should avoid the vicinity of the military court building in the residential Gombe area during a
sensitive hearing. Alleged members of the Kamwina Nsapu militia group, which is suspected of carrying out attacks in Kinshasa and Kasai, Kasai-
Central, Kasai-Oriental, Lomami and Sankuru provinces, are on trial for terrorism, insurrection, criminal conspiracy and murder. Travellers are
advised to plan journeys bypassing the military court on the day, where a heightened security presence can be expected.
This trial comes after several violent incidents in Kinshasa between May and July, including an assault on Malaka prison in which more than 4,500
detainees escaped and several attacks on police stations and the central market. The authorities believe the perpetrators of these attacks were
members of the Kamwina Nsapu militia.
Some of the defendants in the ongoing trial are believed to be related to the Union for Democracy and Social Progress (UDPS) opposition party. As
a result, any allegations suggesting the involvement of the UDPS in the attacks would be likely to trigger protests.
Uganda: Avoid political gatherings around age limit debate

We advise there are no significant restrictions on travel to Uganda, but security measures are necessary.
Members in Uganda in the coming days should monitor developments on the Constitution Amendment Bill to raise the presidential age limit. The
government's Legal and Parliamentary Affairs Committee concluded hearings on 24 November and is expected to support removing the age limit.
