Innovative and Transformational Initiatives
Fragility Financing Facility (Triple-F)
The Human Division in close coordination with the relevant entities of the Bank introduced Triple-F, which brings new and innovative financing operational mechanisms such as humanitarian impact certificate and development impact certificate. The overall objective of the Triple-F is to support FCAS in the IsDB-MCs to effectively respond to the humanitarian, reconstruction and resilience development through
leveraging non-traditional partners and donors. More specifically, the Triple-F aims at: (i) providing support to effective humanitarian and emergency effective response to the conflict-affected countries; (ii) support economic and social transition and recovery of the FCAS in the IsDB-MCs through resilience development programs; (ii) provide institution- al capacity development support to strengthen the capacity of the
institutions affected by the violent conflict and fragility; and (iii) encourage private sector led entities in participating in the reconstruction and resilience building. The initiative introduces innovative and transformative financing mechanism such as Development Impact Certificate (DIC), and Humanitarian Impact Certificate (HIC, which explains by the following diagram.
