Lead - Survey
Sam is a Vice President and WGI’s Survey Division Manager. With nearly two decades of experience, he is pro cient in ArcGIS version 10, as well as a vari- ety of CADD systems software, providing an in-depth understanding of the  eld data acquisition process on large-scale GIS data collection projects. He also maintains a comprehensive understanding of GPS satellite surveying systems and large-scale confor- mal mapping methodology. He has distinguished himself with his ability to pair technological resources and GIS expertise with surveying techniques to meet project objectives.
RELEVANT EXPERIENCE
HUT 116 Mobile LiDAR Scanning Pole and Utility Inventory, Jefferson County, Tocoi Engineering, LLC, Project Manager, Principal. WGI is currently in the process of completing data collection for an as- set inventory of utility poles and utility transmission systems for a global telecommunications service in northern Kentucky. Terrestrial Mobile LiDAR was used to collect pole locations and associated imag- ery throughout more than 2,000 roadway miles in the greater Louisville area.
FEMA Flood Map LiDAR Survey, Palm Beach County, Village of Wellington, Supervisor. In an attempt to mitigate undue  ood insurance expenses to Village of Wellington residents resulting from erro- neous  ood classi cation, WGI provided the certi ed elevation data needed to enhance the accuracy of FEMA  ood maps within the Village limits. In total,
the study area for the project included approximately 48 square miles and encompassed the developed limits of the Village of Wellington. WGI utilized aerial Light Detection and Ranging (LiDAR) to acquire elevation data on a two-foot grid throughout the project area. Control for the project was established using static GPS methods, which included precise elevation determination in accordance with National Geodetic Survey guidelines. Two hun- dred ground classi cation elevation positions were also collected using conventional survey methods, and more than 300 geo-referenced ground cover photos were obtained. The  nal deliverables included a certi ed FEMA classi ed LiDAR dataset for the study area, which includes the typical FEMA ground cover classi cations (canopy, grass/shrubs, bare earth, water bodies, pavement, etc.). Index contours at 0.5-foot and digital elevation models (DEM) were also developed from the LiDAR dataset and delivered in both AutoCAD and ArcGIS formats. FEMA-compliant GIS metadata was also developed and submitted to the Village.
MacDill Air Force Base Topographic and Utility Services, Hillsborough County, United States Air Force, Hillsborough County, Lassiter Transportation Group, Inc., Project Manager, Supervisor. WGI performed surveys for signalization design and roadway im- provements at the intersection of SOCOM Memorial Way and Bayshore Boulevard within MacDill Air Force Base. Full design survey, topography, and digital terrain models were provided in US Department of Defense CAD compliant format. Utilities were designated and vacuum excavated, and full drainage connectivity was determined using a combination of conventional surveying and Ground Penetrating Radar (GPR) investigations.
Barrier Island Drainage Study, City of Delray Beach, Project Surveyor. Sam served as senior GIS analyst for this project. Services included providing a bare-earth reduction eleva- tion dataset within a nine square-mile study area along Delray Beach’s Barrier Island. Pub- licly available Florida Department of Disaster Management aerial LiDAR information was enriched and color coded using WGI’s laser scanning processing software and ArcMap’s Spatial Analyst Extension. This “point cloud” data was recti ed to the National Geodetic Vertical Datum of 1929 (NGVD29) for comparison with FEMA  ood maps. Low areas were identi ed and correlated to existing drainage information for planning of future public works improvement projects.
