A Complete Streets Vision 2012  Newcomb Smart Growth Hamlet Plan   Comprehensive Plan stated that “there is no sense of place along NYS Route 28N due to non‐existent streetscape  and spread out facilities.” This is particularly true within Newcomb’s Adirondack Park Agency (APA) designated  Hamlet.                     Introduction                          The Town of Newcomb 2010 Comprehensive Plan  recognized the NYS Route 28N corridor as its major  thoroughfare.
