A Complete Streets Vision 2012 Newcomb Smart Growth Hamlet Plan Following the Comprehensive Plan update, Newcomb was awarded a NYS Department of Environmental Conservation (NYSDEC) Adirondack Park Community Smart Growth Program Grant to prepare a “complete streets” plan for the Hamlet portion of the NYS Route 28N corridor.
