Integrated Competency Framework. Prior to the introduction of any ICF, RACO will pursue a commitment from Management to deliver a comprehensive schedule of Formation & Service briefings by J1 Branch (HRM) on the proposed ICF. Following briefs, the National Executive, in consultation with the membership, will then decide what will be the appropriate association decision making forum to decide the acceptance or otherwise of the ICF Proposals.
