Team members: Since 2004, Children’s Service Council of Palm Beach County has made a
committed investment in working with parents in a collaborative and strength-based manner. We
have a cadre of 17 trainers (12 active trainers and 5 inactive trainers) including 2 National
Trainers. Our newest team member was added in 2014 and presently serves as our Site Network
Coordinator. Our cadre is comprised of professionals from social services, health care, infant
mental health, early care and education, K-12 education, child welfare, early intervention, mental
health, and business sectors. The trainers in our active cadre include: Jackie Adames, National
Trainer and Nurse; Tyona Ezeilo,MSW,PhD(c), National Trainer and Social Worker; Wanda
Baldwin, LCSW; Kelly Pierce, LMFT; Donna Donato, LCSW; Sandra Halaby-Soyer, MBA;
Janice Berry, MSW; Kelly Bastien, MS; Cheryl Jacobs, Nurse; Janine Kirk, Retired Educator;
Kate Schappert, MS, Retired Nurse; and Debbie Manigat, M.S., DMFT Candidate.
We also have a 14-member community level advisory team consisting of Nate Nichols
(Emeritus & Founding Member), Beverly Auerbach (Emeritus & Founding Member),
Tanya Palmer (Founding Member & CSC Champion), Alissa Scuderi (CSC Champion &
Sponsor), Wanda Baldwin (Founding Member), Seth Bernstein (Founding Member), Kate
Schappert, Cassandra Wilbanks, Tyona Ezeilo, Cheryl Jacobs, Jacqueline Muniz (Brazelton
Touchpoints National Trainer and former CSC employee), Debbie Manigat (CSC Program
Specialist), and Lisa Cover (CSC System Performance Officer).
Families impacting: Touchpoints uniquely serves families receiving services within our
Healthy Beginnings System of Care or BRIDGES (Place-Based) programs throughout Palm
Beach County. With CSC-funded services predominantly focused on children 0-5, the families
impacted, although diverse, are primarily from disadvantaged or marginalized communities that
have traditionally been considered ‘hard-to-reach’ and unlikely to engage.
Practitioner impacting: Since training began in March 2005, Touchpoints training has been
offered to approximately 1,600 direct service practitioners within Healthy Beginnings, child
welfare, health care, and early care and education systems throughout Palm Beach County.
Because CSC recognizes the importance of a strength- and relationship-based approach in
working with families, we have adopted Touchpoints as the foundational approach in our System
of Care. Touchpoints training is contractually required of all Healthy Beginnings funded
providers, as well as the CSC staff Program Officers who work with them.
Community impact: Ongoing level 1 (participant satisfaction) and level 2 (knowledge gain)
evaluations have been conducted via various modalities including a pre/post test and a post
questionnaire to measure the impact of the Touchpoints Individual Level Training (3-day) on
practitioners. Additionally, beyond level 1 and 2 evaluation data, we continue to explore and
implement opportunities to capture level 3 (behavior change), level 4 (business impact), and
