To Whom it May Concern,

This letter is in reference to Fred Hames and Matt Gilbert as part of the leadership team at Barr &
Barr. Our most recent experience in working with the team members was as the Owner’s
Representative on the $75M Florida Advanced Manufacturing Research Center Design-Build
project in Osceola County that has recently been completed while they were working with
another firm. As Matt was directly involved from the inception with the Pursuit, Contract, and
Design-Build process, we wanted to show support of their business leadership in successfully
completing the project. They provided the necessary resources and support required to
complete the project in a timely and cost-effective process. The team was led to work
collaboratively with the Project Stakeholders to deliver the scope of the project for the Budget.

While our experience with them was at another firm, we wanted to communicate our support of
this team and the projects they are currently managing or pursuing. We are very interested in
the opportunities and their team partners in the construction industry. We will support Barr &
Barr and their leadership for active and upcoming projects if the needs arise. We are confident in
the abilities of their team to delivery projects successfully based on our experience with these
