6 Study Population
6.1 Target Population
The population of focus for the CCEP includes 250 low-income women, age 18 and over, who are pregnant, or postpartum (defined as the period after childbirth up to 12 months), and their minor children, age 17 and under, who have limited access to quality health services.
6.1.1 Sub-populations
African-American women: In terms of severe maternal morbidity (SMM) – defined as life- threatening complications during delivery, there are persistent disparities by race and ethnicity, particularly between Black and White non-Latina women.
Women on Methadone: Defined as pregnant opiate-dependent women. 6.2 Intervention Duration
Each woman will be eligible to receive CCEP services for up to four months while residing at Isaiah House. In total, Isaiah House and RHR will provide the CCEP interventions’ components for five years.
6.3 Racial Breakdown
The CCEP intervention originally sought to a achieve a racial balance of 80% African-American and 20% Hispanic women being treated, on average, across the five study years. However, after Year 1 of the intervention, these percentages have changed (see Section 7.1)
6.4 Subject Withdrawal Criteria
As the treatment and interventions offered by Isaiah House and RHR are completely voluntary and open, a participant/participating family may withdraw at any time for any reason. However, as these services include a residential aspect and are offered free of charge, a dropout rate of no more than 20% prior to completing at least two Data Collections.
