Rather than choosing and developing new bases, the National Innovation Convergence Complex was
established by combining existing bases such as innovative cities, industrial complexes,
free economic zones, industry- technology complexes, enterprise cities, R&D special zones, etc.
as much as possible. To achieve a strategy of using nearby existing industrial infrastructures as well as
developing new industries into future growth engines, the Ministry of Trade, Industry and
Energy designated and announced 14 cities and provinces (except the metropolitan area)
as the National Innovation Convergence Complexes in November 2018.
