                                                     ABSTRACT

This study aimed to assess the quality control of different types of eye cosmetics
products (eye shadow, eyeliner, and mascara), including the detection of their
elements’ content. Thirty-four samples were selected based on a survey done in
Jeddah markets in Saudi Arabia; they had different prices and sources (China,
Saudi Arabia, Italy, Canada, and the USA). The Saudi Standards, Metrology and
Quality Organization (SASO) specification tests were applied to detect the
quality control of the products. Concentrated acids HNO3: HClO3 in ratio 4:1 was
used to digesting all samples before being analyzed with Inductivity coupled
plasma – optical emission spectroscopy (ICP-OES) to quantification selected
elements(toxic and nontoxic). An elemental analyzer determined the percentage
of carbon and sulfur. In general, the results of this research revealed that heavy
metals current in eye cosmetics products were under the acceptable limits while
a part of those lower price products imported from China might be dangerous.
Also, eye shadow products contained the largest concentration of heavy metals
compared with eyeliner and mascara products. Sadly, Mascara contained high
bacteria accounts than the others but under permissible limits. The constant use
of these products can be a hidden hazard to human health since heavy metals
can concentrate over time and cause emotional problems. It was sincerely
suggested to control the quality of these products and to inform consumers to be
careful when they use low priced products.

Keywords: Cosmetics, eye shadow, eyeliner, mascara, ICP-OES, CHNS, heavy
                    metals, toxicity, SASO.
